The time for commenting turns out to be shorter than was originally thought. If you want your comments on the energy NPSs to be taken into account by the Select Committee they will have to be in by 15th January - see the Parliamentary Scrutiny section of the DECC website . All comments received will be passed to the Select Committee, but they are likely only to be able to take account of those received by then. The other thing to note is that the statements have in fact been laid before Parliament. Ed Miliband's statement to the House did not say that, but the press release does.
I have checked the Department for Transport website to see if that applies to the Ports NPS as well, but haven't found the answer. It's probably best to work on the same basis.
Steve Quartermain - DCLG Chief Planner has written this letter to Chief Planning Officers on Monday 9th November alerting them to the consultations issued that day.
I've also added here the link to the page on the Fossil Fuels, Renewables, Gas and Oil Pipelines and Electricity Networks draft NPSs, and this is a link to the Nuclear draft NPS. The Overarching Energy NPS is here.
I have found the answer to the question when do comments have to be in on the Ports NPS for the Select Committee to take them into account. It is 15th January as for the Energy NPSs. The NPS will be considered by the Transport Select Committee which issued a call for evidence on 10th November - there's a link below to the press release.
