We have hosted a couple of very useful "CIL lunches" this week - gathering together clients and professional colleagues to talk through some of the issues raised by the consultation and the draft regulations. At yesterday's lunch, we also discussed Caroline Spelman's recent letter and came to the view that if RSS is scrapped, Structure Plans must be revived. From today's news it looks as if the Conservatives were on the same wavelength - that seems to be the way their thinking is moving. Without RSS, who takes the strategic view and responsibilty? We cannot have only local development planning - so County's may well be gearing up again for Structure Plans!
